Abstract: The oil and gas resources management levelwasconstantly improved in the long-term developingperiod in the United States.The legal system was completed san standard，the management institutions were detailed reasonable，provides a fundamental guarantee for oil and gas resource management area.The advanced experience is worth our using for reference.In this paper，through on-the-spot investigation，data collection，combined with domestic and foreign experts ideas and suggestions，analyzed the oil and gas resource management laws，regulations and related agencies detailed，extracted the main characteristics and management institutions of oil and gas resources law，combined with the current actual situation in our country，a series of concrete suggestions and measures of domestic oil and gas resources top-level designwere put forward，provided a good policy reference for China's oil and gas resources legalization and standardizationmanagement.
