Abstract: Some of the problems that are plaguing humanity,such as the changement of global climate, requires us to develop low-carbon economy. In substance,developing low-carbon economy is the development of low-carbon, green,sustainable economy and it approach economic and social development, and human and natural harmony ultimately. This article is focused on the current problems that the development of mining industry are confronted with, and it proposes the development of low-mining is the inevitable trend of the current mineral development, and it was tentatively explored the measure of the development of low-mining and put forward his views and insights.
