摘要: 本文基于目前国土资源执法监察信息技术系统建设开发中,应用技术与业务具体需求难以精确吻合,形成了或是进行了大量投入的应用技术系统建成后不适用;或是建成的技术系统因无法承载使用者的管理理念、管理方式、管理手段而不具"生命",不能形成效率、效能根本目标的窘境。深入分析了国土资源执法监察信息技术系统建设开发的意义、目标、内容和业务需求,提出了国土资源执法监察信息技术系统建设开发的基本方式和途径,以及预期目的与目标。Abstract: In the building process of the Land and Resources Performing Supervision Information Technology System,the Applied Technology does not match the business scope;or the system can not match the user's management philosophy,or management,does not reach the predited results.The paper depth analyses the significance,objectives,content and business needs of the system,and shows the basic ways and means to the system building.
