Abstract: In 2016,a comprehensive environmental management of mine opened a new page,in the face of a large number of historical abandoned mines environmental management,environmental protection PPP mode transplanted into the mine field of environment management,to solve the mine environmental governance fund shortage dilemma is worthy of study.This paper analyzes the application status of environmental protection PPP project,and analyzes the practicability and feasibility of the environmental control of abandoned mine by using SWOT analysis method. According to mining environmental management PPP model with its own characteristics,the paper proposes abandoned mining environmental management PPP specific application mechanism:the mining environmental management PPP project uses FDBT/ FDBOT mode;using environmentally-friendly region as a whole project package,20% of the business model of governance and the environment pay cooperation;design of return mechanism mine environmental governance PPP projects;establishment of dynamic management mechanism of PPP project for environmental management of abandoned mines;to improve mining environmental management capacity building support from government regulations,institutions,professionals and other dimension;collaborative public power,the use of"Internet plus"to realize the wisdom of mine environment governance.
