新形势下内蒙古超低品位矿产资源开发利用分析

    Analysis of the exploitation and utilization of ultra-low-grade mineral resources in Inner Mongolia under the new situation

    • 摘要: 内蒙古对超低品位矿开发利用的主要对象是金、铅、锌和铁矿几个矿种,主要集中在巴彦淖尔市、包头市、乌兰察布市和赤峰市,年生产能力占比约为57.72%,已经超过一半。但是内蒙古对超低品位矿开发利用的地区多数分布在生态环境敏感的区域,存在生态破坏严重难恢复、碎石排放量大难治理、政策滞后、产能落后、社会风险难防范等主要问题。本文从内蒙古超低品位磁铁矿勘查开发利用现状入手,结合新形势下"创新、协调、绿色、开放、共享"五大理念和"去产能、去库存、去杠杆、降税费、补短板"五大任务提出了以创新为动力,以关键工艺技术突破为前提,科学利用超低品位矿产资源;以绿色为标准,提高开采准入门槛,严守生态环境底线;以储备为常态,以时间换空间,有效调节资源供给,实现矿业可持续发展;深化供给侧改革,优化政策措施,有效防范各类社会风险的政策建议。这些建议对内蒙古乃至全国在新常态下科学谋划超低品位矿产资源开发利用,实现矿业科学发展有一定的现实意义。

       

      Abstract: The main objects of the ultra-low-grade ore exploitation in Inner Mongolia are gold,lead,zinc and iron ore,which are mainly in Bayannaoer,Baotou,Wulanchabu and Chifeng.The production capacity is accounting for about 57.72%,which have been more than half.But the regions exploiting the ultra-low-grade ore in Inner Mongolia are in ecologically sensitive area,and there have been serious problems such as serious ecological damage that difficult to recover,gravel emissions large that difficult to manage,policy lag,backward production capacity,social risk that difficult to prevent and so on.Based on the current situation of ultra-low-grade mineral resources exploitation and utilization,and combined "innovation,coordination,green,open,sharing" five concept of "capacity to destocking,deleveraging,lower taxes to make up the short board" five task under the new situation,this paper put out some suggestions,such as scientific exploiting and using ultra-low-grade mineral resources base on innovation and the key technology breakthrough,adherence to the bottom line of the ecological environment by improving the access threshold for mining,effectively regulating the resources supply to achieve sustainable development of mining,effectively preventing various social risks by deepening the supply-side reform and optimization of policy measures.These suggestions have certain practical significance for the development and utilization of ultra-low-grade resources in Inner Mongolia and China.
