Abstract: Taking the eastern,northeastern,central and western China as the research object,the coupling relationship between energy resources development and utilization and the economical and intensive of land and resources were investigated from the aspect of energy resources potential,present situation of energy exploration and development,and the layout of energy resources development and utilization.The main conclusions and recommendations are as follows:① speeding up the closure and switching of coal enterprises in eastern China,striving hard withdraw from the market completely in 2030;② phasing out thermal power plant in eastern China,striving to complete the transformation of electricity generation from coal to natural gas in 2030;③the coal exploitation intensity in Shanxi,Shaanxi and Inner Mongolia should only decreasing to encourage the construction of coal-electricity-chemical integrated enterprise,and realize resources in situ processing conversion;④the large-scale development and utilization of coal resources in Xinjiang area must be carefully;⑤ China's oil companies are still have to actively explore overseas markets,and promptly implement natural gas supply agreement between China and Russia.
