Abstract: Mineral resource land reserve is important,but the related work in our country is worse to foreign;At the same time,the rare earth litigation is frequent,through export quotas to protect mineral resources is too difficult;From the industry source control excess supply of mineral resources,optimize the resources of the industrial structure is a good method.Analysis suggests that we can make full use of low mining cycle,increase the use of outside mineral resources,to protect domestic mineral resources,and to carry out the mineral resource land reserve job;Then with the "transfer payment" means,to open the breach of the mineral resource land reserve job
