Abstract: Through comparing the environmental economical policies such as charge for waste things、environmental taxes、subsidy、tradable permits,the author originated a suggestion to charge for waste rock.A view about the economy development is brought forward,and according to the view,the step-upping charge ratio is proposed to replace the fixed charge ratio.Additionally according to the mineral stripping's character,the principles that confirming the environmental quality object firstly,different mine with different charge ratio,the charge ratio increasing with the price index,the charge ratio that was calculated by the character of the mining geology,the calculation of the charge ratio which was combined with other price adjusting measures,the high standard charge ration decision,the encouraged import of raw materials and the restricted export of raw materials is suggested,and the charge ratio combined with rewarding charge ratio,common charge ratio and the punishing charge ratio are also practised.The decision of the charge ratio belongs to the category of the environmental value,and the basic principle of the environmental value aimed to achieve the established environmental quality object,and not to exparte pursue the economical rationality.
