Abstract: This paper analyzes the prisoner puzzledom and the limitation of the system for the colliery safety management, and expatiates that a new system must be framed for walking out the prisoner puzzledom with game theory. New systems are brought up respectively from safety supervision of government and the division about safety responsibilities.
