Abstract: Energy law system of USA is dualistic, which contains federal legislation and state legislation, case laws and draft laws. Energy law system of Japan seems like a pyramid which contains energy basic law and energy special law. Energy law system of China is similar with Japan's. Both of USA and Japan have their own energy basic laws that are based on so many energy special laws. On the other hand, there has been energy basic law draft in China. China may draw lessons from USA and Japan in perfecting its own energy law system.
