Abstract: Along with the deepening of the economic globalization,Capitals can flow freely around the world and the asset and capital attributes of mineral resources have therefore become prominent.The form,route and related international regulatory policy or institute of the global mineral resources allocation are also changing quietly.To make the reform of our country's mineral resources management better adapted to current new situation and changes,and from the perspective of the process that three attributes of mineral resource,asset and capital are becoming prominent gradually in our country's mineral resources management,this paper has divided our country's mineral resources management since the founding of PRC into the following 3stages:centralized material object management stage,dualized material object and value management stage,and the initial period of diversified resource-asset-capital management stage,and summarized the main characteristics and problems of these 3 stages's management.It is proposed in this paper that the reformation of our country's mineral resources management in the future should focus on the relations between the government,enterprise and market,and we should remove the obstacles hindering the transformation of the mineral resource,asset and capital,and establish a management system with the "stateowned,public-use and win-win" property system as the core.
