Abstract: Rational division of the examination and approval authority of mining rights between the central and local departments of land and resources, has the vital significance to promote the reform of the mining rights approval system.This paper reviews the laws and regulations related to the mineral resources since the founding of the Republic of China,clarifies the evolution of the grading examination and approval system of mining rights,summarizes the current situation of the grading examination and approval of mining rights,points out the main problems existing in the management,and puts forward the policy suggestions to improve the grading examination and approval system of mining rights.It provides reference for examination and approval of mining rights on streamlining administration,delegating more powers to lower-level governments and society,and improving regulation and optimizing services.
