Abstract: On the basis of summing up the concept and characteristics of the current mining land use system,as well as the basic situation of mining land in Liaoning province,the authors analyze the problems of mining land system,such as incompatibility between various aspects of policies and regulations,lacking the connecting of relevant planning,uncorrelated way of access to relevant right,and lack of exit mechanism,ect.In the end,the authors suggest that we should carry out experimental reforms of mining land use system,innovate on the systems and mechanisms,co-ordinate the related rights,and make a good job of dovetail the different plans as well as the supervision work.
