基于全要素生产率视角资源型城市低碳转型效果评价模型

    Evaluation model of resource-based cities’ low-carbon transition effectbased on total factor productivity

    • 摘要: 经过产业多元化升级,培育非资源型替代产业,发展低碳技术等转型途径,大部分资源型城市低碳转型取得一定的效果。本文以17个资源型城市为例,采用2008~2015年的面板数据,选取基于方向性距离函数的DEA模型测算城市的全要素生产率,用考虑非期望产出的全要素生产率测度模型来对资源型城市低碳转型效果进行评价。研究表明:①资源型城市全要素生产率呈现增长趋势,生产率增长主要源于技术进步,反映资源型城市在低碳技术转型方面效果显著;②不同资源型城市转型效果存在差异化,东部和中部资源型城市低碳转型效果比西部好,综合型和煤炭型资源城市转型效果最佳。

       

      Abstract: Most resource-based cities have achieved some results in low-carbon transformation by developing industrial diversification, cultivating non-resource-based alternative industries, promoting low-carbon technology and other transformation approaches.In this paper, an empirical analysis is conducted with DEA model which is based on the directional distance function, to measure Total Factor Productivity(TFP) with the panel data of 17 resource-based cities from 2008 to 2015.Then, the TFP measurement model, considering unexpected output, is to evaluate the low-carbon transition effect of resource-based cities.Main conclusions are as follows: there’s an ascending trend of resource-based cities’ TFP, which derives from technological progress and indicates the remarkable effects of their low-carbon technology transformation; the differentiation of transition effect exists between different cities, low-carbon transformation results in the eastern and central resource-based cities are better than that in the west, while the comprehensive and coal resource-based cities work best.
