Abstract: Chinese mining enterprises, especially private mining enterprises in "going out" will encounter many problems like Blind investment, unscientific due diligence, low ability for high risk in mining industry, difficult to raise funds, no thorough study of foreign environment and the lack of national support policies. These problems relate to mining enterprises in China to enhance the capacity of industry concentration. This paper analysis from the industry standard, industry associations, foreign investment environment, intermediaries, state-owned enterprises and private enterprises, national policy support, based on domestic, capital operation to human resources management. Solutions proposing of the problem for "going out" not only needs policy support, improve the industry structure, also need to strengthen the capital operation ability of the enterprise itself and expand constantly the ranks of the human resources and human talent.
