Abstract: For the purpose of promoting the constructing of a harmony mining area in the Inner Mongolia Autonomous Region,the author has personally investigated all kinds of mine in terms of its ownership,scale,mineral species,and the recovery method in related county (city,district),and has also analyzed the trinity strategies of the current resource-exploitation,environment-protection and mining-harmony.The author finds out some deficiencies of the new strategies,such as less attention to the thoughts,policy-absence and execution-inefficiency of the energy-saving policy,and absence of the laws and regulations to the development of circular economy.As a result,the author puts forwards the solution of promoting the systematic constructing of the harmony mining area,making a reasonable inelastic energy-saving policy,improving the development of circular economy in relying on reform to accelerate developing.Therefore,this proposal offers some reference to the formulation of a safe and orderly mining situation,and the developing a reasonable new pattern.
