Abstract: An important cause to the rigorous situation of Chinese mine enterprises' production safety control is the imperfect early warning system, the unreasonable financial system, the formalistic training system and the weak monitoring system. In order to improve this rigorous situation and format long-period safety mechanism, system innovation is a reasonable choice. This paper put forward:at present, Chinese mine enterprises' system innovation must concentrate in the early warning system, the training system, the financial system and the monitor incentive match system, particularly, the last is the most important.
