Abstract: Mine is the "skeleton" of building a mining system,however,the mine setting of existing mining system is obviously imbalance structural and logical confusion.The mining area is a system,according to different functions divided into social mining and economics of mining.Economic mining area is divided into resources mines,production mines and life mine area,which is belong to property rights and civil registration.The reconstruction of the mining system and attention of norms of social mining area should bear the social responsibility of community building by mining enterprises.The control of public authority should focus on market access and entry of mine supervision.According to market rules to set up and run,just mining should be separated from government intervention.
