Abstract: People are not able to take well targeted measure and countermeasures to control effectively and prevent the coalmine accident,that causes frequent occurrence of coalmine accident in our country because people lack the clear understanding to occurrence mechanism of the coalmine accident and have not scratched the essential reasons which the coal mine accident occurs.The coalmine accident reasons are analyzed thoroughly from the three aspects of essential,indirect and immediate reasons,and the model of coalmine accident is constructed science and suited our country national condition,which instructs coalmine safe production management in our country on the foundation of theory of reasons lead to accident,and unifying rule of coalmine accident occurrences and reality of coalmine production safe management in our country.Based on theory of reasons lead to coal mine accident,the concrete countermeasures and measures are proposed on controlling and preventing occurrences of the coalmine accident,namely as "two perfects, three strengthens": perfect coal mine safe production management system in our country,and perfect laws and regulations system in the coal mine safe production,and strengthen construction of the coal profession worker troops,and strengthen construction of the coal mine rescue the troops and strengthen information management of the coal mine security.
