Abstract: The target of safety in future is zero accidents. Safety Culture is seen as a way of ensuring the level of safety performance in organizations, in contrast to the systematic engineered management of hazards and effects. The safety culture model was made to show the desired responses at the organizational levels of policy, management and individual. One of the effect ways to proactively develop a culture of safety is through safety leadership, which competency areas and behaviors were recommended in details.
