Abstract: The land use and mineral resources planning are important means by which the country carries on macro adjustments and controls on the land market and mining industry market,and establishing and implementing the land use and mineral resources planning is the important functions which are endued for administrative institutions of territory resource by the State Council.By the establishment and implementation of first,second round land use planning and the first round mineral resources planning,China has already basically set up the systems of land use and mineral resources planning which are in conformity with socialist market economy system.This thesis carried on the comparative study of them from many aspects such as the creating background and historical development,establishment procedure and main content,achievement forms and examination and approval systems,etc.,which has important directive significance to the perfection of planning systems and amendment of a new round planning.
