Abstract: The paper starts from the analysis of the reasons why China energy intensity is over-evaluated. And then the main differences between the concepts of energy intensity and energy efficiency are discussed at micro-level and macro-level. A curve of energy intensity and energy efficiency is presented to show their changes during the different development stage. Based on the analysis, an approach, energy efficiency index, is put forward to solve the problems that the international comparison of energy efficiency currently faces.
