Abstract: In 2001, Fuxin City has been identified to be the first pilot city for economic restructuring as a resource-based City by the State Council. As so far,it has made significant initial results. Recently, according to the State Development and Reform Commission and the Liaoning provincial government requirements, Fuxin City, proposed to create a national model city in transition resources cities the new target. To accomplish this historic task, this paper presents five points to perfect and innovate the new ideas for Fuxin’s transformation. The new ideas have significant guidance or reference for the same domestic resource-based cities to promote economic restructuring.
