地质技术装备管理中的激励约束机制分析

    ANALYSIS ON THE INCENTIVE AND RESTRICTION MECHANISM FOR THE MANAGEMENT IN GEOLOGICAL-TECHNICAL EQUIP

    • 摘要: 搞好地质技术装备建设和管理是实现公益性地质调查队伍精兵加现代化目标重要保障条件。本文从地质技术装备管理的目标出发,以激励和约束机制的理论分析为基础,对地质技术装备管理中激励和约束机制建立和实施进行了具体分析,提出建立系统的管理制度体系,完善管理组织结构和明确职责是实施地质技术装备有效管理的基本条件;地质技术装备管理的激励约束手段应以行政手段为主;建立地质技术装备管理考核制度,建立考核目标、量化指标、考核办法和奖惩措施,将地质技术装备管理水平纳入领导政绩考核内容之一。

       

      Abstract: Do well with the construction and management of geological-technical equip is an important guarantee mission. It is a groundwork to analyse the theory of the incentive and restriction mechanism for management. The measures are:Building a systemic manageable system, perfecting the framework and specific responsibility is an efficient part in manage; building a merit system of the goal, guideline, means, rewards and punishment in value, taking the management level into the administrator's achievement in his position and so on. Set the power and restriction system must conclude three sides:right institutions and personnel; guarantees; the efficient system.
