Abstract: This paper,by studying the aid mechanism and strategy system of Japan’s overseas exploration and development and analysis of the roles that Japanese government and organization play in striving for global mineral resources and strategic concept and operation methods that Japanese enterprises take,aims to establish the enlightenment of aid mechanism and strategy system of overseas exploration and development for our country by making use of Japan’s experience in exploration and development of overseas mineral resources,such as strengthening top-level design of"going out" strategy,establishing our "seamless" aid mechanism and system focused on national macro strategy;probing into new mechanism for mineral resources of "going out" and making the government play its role better.
