Abstract: According to the establishing element of the four part of emergency system, the establishment principles were put forward:human-centered、safety first, unified leadship、cooperation, scientific planning、reasonable integration, sound functions、technical feasibility, and the establishment processes were put forward:establishing a group for establishing emergency system、risk analysis、analysis of emergency capability、planning and contents of establishing emergency system、Implementation、maintenance and improvement. The results can provide a scientific basis for mining enterprise when establishing emergency system.
