Abstract: The paper firstly made the statistical test on the relationship between the exploring of oil and gas resource and the economic growth,the income growth and so on, The results showed that oil and gas resources development is a double-edged sword on the economic development in Shaanxi Province, not only promote the growth of economic output, but also led to uneven income growth. Secondly, we made the panel data analysis on the linkage relationship between the exploring of oil and gas resource and the regional economic development on the city level of Shaanxi province, and the conclusion is that there is a positive relationship between them, but joining the technical, human and other variables affect, this positive relationship has been greatly diminished
