Abstract: The technical standards could bring welfare effect to country by export manufacturers,consumers,network externality and trade barriers.The technical standards could bring welfare effect to export manufacturers by cost advantage and expense decrease,decrease consumers' expenses and increase consumers' welfare.It could make the best of network externality and form trade barriers in foreign trade to bring welfare effect to one country.So, we should strengthen the technical standards work,promote health development of technical standards work and improve the welfare level of China.
