Abstract: To avoid resource curse in the rich resources region, the restriction to economic growth by resource endowment could be improved through develop human capital. The theories of human capital, natural resources and economic growth were adopted in the research on the panel data in 1997 and 2003 in china. In regional level, resource endowment and economic growth is negative correlation. With the development of economic, the negative correlation will be more serious. The crowding-out effect of resource endowment on the accumulation of human capital in the growth process of economic was unfolded. The industry of high tech intensive in the rich resources region is obviously different with it in the shortage resources.
