Abstract: As a large province of mineral resources, mineral exploitation occupies very important position in Qinghai. In addition, ecological and environmental protection is particularly significant as well as mineral development because Qinghai province is one of the major regions of ecological and environmental protection. To promote cyclic economic development of mining, it’s necessary to establish green mining through various ways, such as formulating relative regulations and policies to encourage cyclic economic development of mining, setting up effective mechanism and system, increasing governmental regulation and control intensity, etc. The cyclic economic model of mining in Qinghai must be established depending on scientific and technological progress and innovation so as to improve the utilization level of mineral resources and promote regional economic development.
