Abstract: Colliery Safety Rule of Law Order is an order that the legal system of colliery safety is perfact, the law of colliery safety is of healthy style, the power and the duty is disposed between the center government and the localtity government by law, miner is taken part in the order, colliery manager's right and profit are protected, the law of colliery safety is put into effect, the liability borne, the right can be relieved by judicature and the colliery safety is being supervised effectivelly by the society.
