Abstract: The development of the province effective renewable energy planning is the necessary conditions to make the overall plan renewable energy goals in China. The provincial renewable energy planning can be completed effectively when the target is clear.So how effective the state of renewable energy planning and long-term goal of fair and effective distribution to the provinces the provincial domain is the domain of renewable energy to solve the problem of the first. The ways used in the province's current renewable energy planning are based the methods for the national renewable energy planning. Those methods include more technical details, but lack some background knowledge of the provincial renewable energy. European Union adopted the ways to combine the target decomposition and technical Analysis method to make the renewable energy planning of every Member States. There are some similar to the province renewable planning in our country. In order to give some inspiration for the province renewable planning, the paper introduces other methods.
