Abstract: Due to the scarcity of environment-resource and the booming demand of economic-social sustainable development,amount adjusting control is still applicable under the situation of market-allocated resources.Comparing associated planning with mineral resources planning on total amount control,and considering the characteristics of mineral resources,we suggest canceling annual exploitation amount quota,paying close attention to the design capacity of mining enterprises,implementing two-way regulation of supply and demand,fostering internationally competitive large-scale mining enterprises,while adjusting scientifically the mineral resource types.
