Abstract: Based on the current development status in Henan province,the countermeasures and suggestions for promoting green mining are proposed,which can be summarized as follows:firstly,establish evaluation mechanism for both upper and lower government,mainly focus on the construction of county and city green mine,and break down the objectives and tasks of developing green mining into different levels of government,departments and mining enterprises.Secondly,straighten out the horizontal relations and create a favorable environment for the development of green mining.Thirdly,accelerate the construction of green mining demonstration enterprises,mining area and mining city,and make the advanced models to promote the province's all-round development.Fourthly,carry out the green mining review and access system for both new established mines and technological updated mines,advocate seamless mining and landscape built mining,consider the ecological environment restoration,people's livelihood improvement and other expenses in the cost calculation of mine construction,refused to approve the mine with large loss in ecological environment,ensure the returned farmland after mine close can be sustainable and have higher earnings.Fifthly,implement the incentive mechanism for the development of green mining,encourage the advanced ones and discipline behind ones.Sixthly,establish the technology support system for the development of green mining.
