Abstract: Mineral resources is a long-term basis and an important support for the development of the global economy.The depletion of mineral resources and the urgency of environmental protection determine the importance of the comprehensive utilization."Twelfth Five-Year Plan" require to strengthen macro guidance,perfect policy measures,improve the level of comprehensive utilization of resources.Regulations and policies of the comprehensive utilization of mineral resources in China is maturing,partial mining technology has reached to the advanced level of world,The mining recovery rate of some large and medium mining area was over 80%,open mining recovery rate of metal mine reached 85% or more.More than 50% of vanadium in China,more than 22% of gold,more than 50% of the platinum,palladium,tellurium,gallium,indium,germanium from comprehensive utilization.Through the incentive and restraint mechanisms,to guide the social capital into the mineral resources comprehensive utilization field,introduce the advanced production technology and technical equipment,strengthen supervision and management and evaluation,comprehensive utilization of resources to realize long-term mechanism.
