Abstract: With the continuous improvement and development of China's socialist market economic system,the market-oriented management reform of mineral resources on behalf of integrated management of mineral resources,assets and capitals has been on put on the agenda.This paper summarizes the concept and connotation of mining right,and the relation between mining right and the mineral resources,assets and capitals,analyzes the existing problems in current management of mining right,and some advices on mining right management reform are put forward.It is thought that mining right plays a very important role in the framework of the integrated management of the mineral resources,assets and capitals.The mining right is not only the precondition,but also the linkage and the key of configuration and conversion between mineral resources,assets and capitals.Therefore,constructing a comprehensive,high efficiency service-oriented government,establishing a unified open,competitive and orderly market system of mining rights,building a reasonable resource tax system,are necessarily advised.
