Abstract: Mineral resource has very important position and function in our country's economy.Our country is in great shortage of mineral resource and is importing more ores increasingly.Making mineral exploration and exploitation in foreign countries is an important way to solve our mineral shortage and ensure the supply of minerals and is of great importance to the safe operation of our country. However it will be highly risky and the risk should be reduced by scientific method.THis presents a new method and an evaluation index system for the evaluation of the mining investment environment of yunnan four neighboring countries.The conception of matter element is employed to build up a matter element assessment model for the mining investment environment,and extension method is applied to evaluating the model.The mining investment environment of Vietnan as an example is included demonstrating the method.
