Abstract: In recent years,legal crisis problem of coal mine security management appears gradually,as some of coal mines were punished,stopped or closed,and as some of involved persons were punished with administration or criminal.This paper analyses the value correlation of security,law and benefit,constructs the legal crisis management system of coal mine security based on the theory of value chain,and brings forward preponderant stratagem link of the legal crisis management of coal mine security.
