Abstract: Rational division of the examination and approval authority of mining rights,has the vital significance to promote the reform of the mining rights approval system.This paper systematically reviewed the division and adjustment of the examination and approval of mining rights,pointed out the existing problems of the examination and approval of mining rights,analyzes and summarizes the pilot reform of the examination and approval of mining rights,and put forward policy suggestions on reasonable division of the examination and approval of mining rights,provide reference for the transformation of functions and streamlining administration and institute decentralization.
