有关矿山事故中玩忽职守罪的思考——从国土资源管理的视角出发

Dereliction of duty in mine accidents——From the perspective of land and resources management

摘要: 本文对在矿山安全事故中,如何确定国土资源管理部门及其工作人员监管行为的性质和责任进行了探讨,并对如何避免“矿难必刑责国土人”进行了思考并提出建议。

Abstract: In this paper, the author expounded methods of judging the obligation of the Land and Resource department and its staffs within the Mine Accidents. And the paper also delivered some suggestions and discussions on avoiding the situation of “when Mine Accidents happened, staffs of Land and Resource must be punished”.
