Abstract: The government-led exploitive integration of mineral resources; in fact, it is the outcome under the cooperative game of the different interests and objectives among local government and mining enterprises etc multi-party. To Implement the exploitive integration of mineral resources, which not only needs to strengthen thegovernment’s usage of mineral resources and allocative efficiency under the leading role of the government, but also needs to take benefit demand for mineral resources exploitation of all the main parties before and after integration into consideration .Government is able to led supply of various mineral resources integration models, to achieve the cooperative game of exploitive integration of mineral resources and to realize integration of mineral resources by game mechanism design between the government versus mining companies, different mining companies.
