Abstract: Resources-Poverty (RP) is a contrast phenomena of that resources superiority compare with its developmental level in resource-abundance area. RP index is being used to describe the phenomena and the reasons to RP are also analyzed in paper. Key issue on RP is compensation mechanism design in public policy.
