Abstract: To explore and measure the condition of mineral exploitation order with data, this paper sets up one-level index of evaluating ("two rate" index) and two-level index of evaluating ("four rates" index),addresses the meaning and computing formula of index, points out the meaning of the index appliance. The index analysis and evaluation, which are made on the development order of the mineral resources in the A and B provinces in the recent two years, verify the constitution rationality of two-level index and the appliance feasibility.
