Abstract: Strategic minerals affect a region's economic stability and homeland security, so the sovereign state must attach much importance it. This paper analyzes 14 kinds of key minerals released by European in 2010 and 10 kinds of key minerals to affect the new energy technology development released by America in 2012. It considers the developed countries which adhere to principles of choosing the key or shortage minerals have a certain reference to our strategic mineral resources. Therefore, this article establishes the evaluation index system from the economic security and the national defense security two aspects, including 4 first-level indexes such as supporting state safety index and 11 secondary-level indexes such as national economic development demand, etc.
