地质调查单位质量管理体系建立实施关键问题研究

Key issues study on the quality management system establishment and implementation of the geological survey organizations

摘要: 本文依照ISO9000质量管理体系标准的基本精神，在分析地质调查单位的调查与研究过程的基础上，系统论述了在建立和实施质量管理体系过程中，如何正确认识和准确把握单位输出产品和服务、产品基本生产流程和结点的质量控制、领导与全员参与的工作机制、质量管理体系不断改进的规划等关键问题，准确把握这些问题，对于建立和实施符合实际的质量管理体系、提高工作水平具有重要作用。本文还以中国地质调查局发展研究中心为例进行了实例论证。

Abstract: In accordance with the basic essence of ISO9000 quality management system (QMS) standardization and on the basis of analyzing and studying geological survey organizations，this paper systematically discusses how to learn and grasp the key issues during the establishment and implementation of QMS，such as the output products and services，the quality control of basic productive procedure and nodes，working mechanism involves leaderships and crews，improvement plan for QMS etc.Grasping these issues accurately plays an important role in building and carrying out a realistic QMS and enhancing the working level.The authors also take Development Research Center of China Geological Survey as an illustrative example.
