Abstract: Mineral lands reserve is one of the important form in mineral strategy reserve. Government is main constitutor of mineral lands reserve. Planning reserve and mining rights reserve are main achieving approaches. The mineral resources of coal, copper, aluminum,chromium, manganese, nickel, tungsten and rare earth should be the reserve objects of the first national non-oil mineral lands reserve. The scale of mineral lands reserve has different determination methods according with exploration degree of mineral lands. One is mentioned that the scale of mineral lands reserve is dynamic and adjusted according with economic and mineral resources status of the world.
