With the rapid economic development, the energy supply and demand side have been greatly impacted in China, at the same time, it has also brought unprecedented governance pressure to the ecological environment, thus posing a huge threat to the high-quality development of Chinese economy.By establishing and improving the economic system of green, low-carbon and circular development, Chinese economy will be transformed from a stage of high-speed growth to a stage of high-quality development.As an important energy enterprise, the high-quality development level of oil and gas enterprises directly affects the pace of Chinese high-quality development to a certain extent.This paper uses the sample data of 59 listed oil and gas companies and uses the three-stage DEA model to evaluate the performance level of "energy-environment-economy" of oil and gas enterprises.The results show that factors such as external environment and random interference have a great influence on the performance level of the sample oil and gas enterprises.There are also certain differences in the level of efficiency among the sample oil and gas enterprises.The regression results show that factors such as increasing the scale of R& D personnel and optimizing the governance structure can significantly reduce the waste in R& D investment and business structure investment of oil and gas enterprises.It is suggested to improve the "energy-environment-economic" performance of oil and gas enterprises in terms of accelerating the optimization of the scale of R& D personnel, rationally adjusting the ownership structure and company size of oil and gas enterprises, actively performing environmental information disclosure duties, doing a good job in overseas asset risk management, and actively undertaking corporate social responsibilities.
