“社会-生态”情景视角下矿粮复合区土地利用冲突缓解机制研究

Study on the relief mechanism of land use conflict in mine-grain mixed zone from the perspective of social-ecological system

摘要: 缓解矿粮复合区土地利用冲突是保证区域经济可持续发展的重要保障。本文以江西省典型矿粮复合区为例，对农户、矿企、政府等利益攸关方对土地利用冲突缓解方案演变的态度以及其对生态污染演变能力进行情景演化推理。研究得出只有在工程性、生态性、经济性、社会性土地利用冲突缓解方案完备的情况下才能够实现矿粮复合区土地利用冲突问题的实质性缓解。引入经济和社会机制后，形成全方位的监督网络机制，能够有效约束利益攸关方行为，提升缓解方案实施效率。

Abstract: Relief of land use conflicts in mineral grain complex areas is an important guarantee for the sustainable development of regional economy.The paper take the typical mine-grain mixed zone of Jiangxi province as an example.It is concluded that substantial relief of land use conflict can be achieved only in the case of engineering, ecological, economic and social land use conflict mitigation solutions.The introduction of economic and social mechanism, with formation of a full range of monitoring network mechanism, can effectively constrain the behavior of stakeholders to enhance the efficiency of the program to ease the program.
