Abstract: Compared with the water, forests, grasslands, mineral resource is a kind of the special natural resource.Based on the profound influence of the exploitation and utilization of mineral resources on the life community of mountains, rivers, forests, farmlands, lakes and grasslands, based on the system requirements of establishing of unified right registration, the paper puts forward the view that mineral resources should be registered with the surface natural resources in the same natural ecological space as a whole, and gives good practical results in registration unit division, book design, process construction, et al.
