Abstract: Examination and approval of overlaid mineral resources by construction projects is an important management system for protecting mineral resources and ensuring mineral resource safety.This paper reviews the historical evolution and current situation of our country’s examination and approval management for overlaid mineral resources, and analyzes its main problems.In order to hold the baseline of mineral resources safety and better fulfill the responsibility of the examination and approval for overlaid mineral resources, it promotes following suggestions, including strictly implementing the procedures to fully exert its function for protection mineral resources, reasonable determining the authority for examination and approval management of overlaid mineral resources and further clarifying the management division, conscientiously strengthening the economic demonstration and evaluation of overlaid mineral resources to fully embody mineral resources’ property attributes, establishing a compensation system for overlaid mineral resources to truly and effectively protect mineral resources, further refine the compensation management to promote timely signing of compensation agreement, enhancing the later supervision management of examination and approval management for overlaid mineral resources and improving the ability for administrative management.
